Cybersecurity Governance in ASEAN: Building a Regional Cyber-Emergency Response Framework

This study examines the fragmented nature of cybersecurity governance across ASEAN, where diverse legal frameworks and uneven institutional capacities hinder regional cooperation in responding to cyber incidents. The research aims to design a unified Regional Cyber-Emergency Response Framework that strengthens coordination, trust, and interoperability among member states. Using a literature-based qualitative method, the study analyzes books, journals, and policy reports related to regional cyber governance and security mechanisms. Findings reveal that ASEAN’s main challenge lies not in technological gaps but in governance fragmentation and legal inconsistency. The study concludes that achieving regional digital resilience requires harmonized policies, shared responsibility, and a cooperative governance model grounded in mutual trust and continuous policy dialogue.
